- The Chairperson opened the meeting and welcomed everybody present. A special welcome to Mr. Gubewu Maduna the newly appointed Municipal Water Service Authority Manager

APPROVAL OF MINUTES
- Approval of the minutes of the committee meeting of 3 October 2023 proposed by Ms Barbara Beckmann and seconded by Mr. Paul Strutt. Minutes to be made available on the Website.
MATTERS ARISING NOT ADDRESSED UNDER PORTFOLIOS
- Water Service Authority. Structurally the Water Service Authority is vested in the Infrastructural Development Directorate and is responsible for the operation and maintenance of water and sanitation. The Chairman of the Cannon Rocks Ratepayers Association (CRRA) invited the newly appointed Municipal Water Service Authority Manager, Mr. Maduna, to join the CRRA committee meeting. The purpose of the invitation is to introduce Mr. Maduna to the committee members and thereby maintain good relationship with senior municipal management. Following discussions, the following areas of the common interest with Cannon Rocks include:
- Water supply and consumption planning.
- Boreholes supplying water to the municipal water supply system.
- Water treatment.
- Maintenance and repair (routine and correctional maintenance) of the Reverse Osmosis Plants at Cannon Rocks.
- Maintenance and repair (routine and correctional maintenance) of existing potable water supply systems, including the repair of water leaks.
- Water Quality including water sample taking.
- Water Reservoirs.
- Water supply projects including incomplete projects.
- Ndlambe Coastal Maintenance Management Plan. Nothing to report.
- Feedback from the Ndlambe Ratepayers Forum. The Ndlambe Ratepayers Forum requested that the existing municipal draught water tariffs be downgraded to normal water tariffs.
PORTFOLIOS
- Maintenance and Infrastructure.
- Maintenance of Streets. The portfolio holder reported that the Cannon Rocks Infrastructure Maintenance Plan was discussed with the Dep. Director, Infrastructural Development (west). The Dep Director apologises for tasks not complete in accordance with dates as agreed upon. Although the municipal grader is repaired and operational, it was allocated for emergency tasks caused by the recent floods experienced throughout the Ndlambe Municipal area. Due dates were amended, pending the availability of the grader.
- Maintenance of Selected Areas. Due to the inability of the municipality to fulfill its responsibilities, it was decided that the maintenance of the area at the cannons, the play park, entrance to Cannon Rocks, Nautilus Beach parking area, Beach Road side walks and five entrances to beach access points to be investigated.
- Maintenance of Street Lights. The list of defective street lights will be compiled and completed by 9 November 2023.
- Update of Tariffs. During the annual revision of the rental tariffs of the Community Hall, the tariffs to include the use of the generator if needed.
- Community Hall.
- The CID at the Alexandria Police Station reported that the investigation of damage to municipal property (Community Hall) in Cannon Rocks was closed due to the lack of evidence.
- On request of the Municipal Estate Manager a quote to the amount of R6,500.00 by Martin’s Repairs for the repair of the damage at the entrance to the Community Hall, was forwarded to the Municipal Estate Manager.
- Following discussions, it was agreed that the replacement of some of the toilets and the repair of water leaks from the roof in the braai area, to be included as projects in the budget for 2024.
- Decision.
- The portfolio holder Infra Structure is mandated to obtain the services of a local gardens services to clear the area at the cannons.
- The chairman to arrange an urgent meeting with the Dep, Director Infrastructural Development.
- Investigate the option to purchase asphalt and bitumen to repair the potholes in the Alice Road.
- Fire Fighting and Precaution.
- Operational Readiness. Stand over due to absence of the portfolio holder.
- Update of Fire Precaution Notice. Stand over due to absence of the portfolio holder
- Communication and Community Support. The portfolio holder will compile an Advents Calendar for December /January. The concept calendar to be distributed to members for comment.
- Security and Safety.
- Traffic chevrons were erected at Potgieter Road by the Ndlambe Municipal Traffic Department.
- The portfolio holder discussed the National Vehicle Intelligence Cloud (NAVIC) security system. NAVIC is a South African company providing various tools and services in the provision of a security ecosystem for communities, business and government in the Security Industry. The system can be connected to the Licence Recognition Number Plate (LRP) camera at the entrance of Cannon Rocks. Any stolen vehicle that is reported on the NAVIC system can be tracked nationally. Registration on the system requires a once off registration fee of R650.00 and a monthly fee of R450.00.
- Decision. Initial registration on the NAVIC system and the use of the system is approved for a period of one year.
- Ward 1 Liaison. A Ward 1 meeting was held on 11 October 2023. Photos of the water pump building at the “fishkrale” was supplied to the ward councilor for investigation. The operational ability of the Ndlambe Municipal Integrated Emergency Centre at Boesmansrivier was queried at the meeting.
- Local Government and Development. CRRA is registered as member of the Ndlambe Integrated Development Program (IDP) committee. A list of both capital projects and queries registered in the IDP will be discussed at the next committee meeting in January 2024. Any new submissions to be submitted by December 2023.
- Environment. Two new informational boards were purchased and erected.
- Advertising. Notices for renewal of advertising on the advertising board at the Boknes/Cannon Rocks crossing in 2024, were sent out to advertisers. Three missing back plates for advertising needs to be replaced.
FINANCES
- Statement of Account. The bank balance as at the end of October 2023 was noted with approval.
- Expenditure. The following expenditure was approved.
- 00 for cleaning of the hall.
- Budget 2024. The following should be considered for inclusion in the 2024 budget.
- Maintenance projects with special reference to the entrance to Cannon Rocks, the area at the cannons, play park, Nautilus Beach parking area, Beach Road side walks and five entrances to beach access points to be included in the 2024 budget.

ADDITIONAL ITEMS
- Date of Pre-AGM Meeting. A pre-AGM meeting is scheduled for 5 December at 10h00.
- Church Services. The chairman requested on behalf of the Reformed Church (Gereformeerde Kerk) for the use of the Community Hall for church services on the 1st and 2nd Sunday morning of each month during 2024.
- Decision. The request by the Reformed Church (Gereformeerde Kerk) for the use of the Community Hall for church services on the 1st and 2nd Sunday morning of each month during 2024 is approved.
- Event. A Bring and Share evening is scheduled for 14 December 2023 from 18h00.
